Dr. Steven Heimberg

Attorney Steven Heimberg has dedicated his legal career to protecting the rights of the disadvantaged and the powerless in American society, particularly those who have been catastrophically injured by the wrongdoing of others. His accomplishments have resulted in his being nationally recognized as a top trial lawyer. He has been selected by his peers as one of the Top 500 Litigators in America, Top 500 Plaintiffs Attorneys in America, Southern California’s Top 100 Super Lawyers and Los Angeles, California’s Trial Lawyer of the Year.

Dr. Heimberg, who is a medical doctor as well as a lawyer, is particularly well known for handling legal cases involving misconduct by health care providers and health care industries. While fighting for his clients, Dr. Heimberg has won numerous record-setting verdicts and settlements, including what were at the time the largest ever of their type obtained in the history of California, and in each of Southern California’s five largest counties. Dr. Heimberg’s commitment to assisting others less able to help themselves does not end with his legal practice. Rather, he has a long history of community involvement. Dr. Heimberg is a lifetime board member of both of California’s top consumer-oriented attorney organizations. He is a board member of Ralph’s Riders, the premiere support organization for paralyzed persons, and was just recognized as its Person of the Year. Another major charity for Southern California’s disabilities community --WYNGS-- recently named Dr. Heimberg its Benefactor of the Year.

Dr. Heimberg became involved in helping Cambodian children in 2006 and is on the board of several groups and NGO’s providing education and community support to some of Phnom Penh’s poorest communities. He is deeply involved in numerous schools and multiple communities throughout Phnom Penh. He is currently developing plans for a community agro-business in Cambodia and Thailand.


Mr. Tan Peng Ann

A retired colonel, Peng Ann has more than thirty years of experience in leadership positions in the Singapore Armed Forces and the private sector. He manages his own training business and conducts programs for numerous government ministries and the private sector. He also has more than ten years of experience in the design and conduct of management training, specializing in leadership, problem solving, change management, personal values and quality service. He has also presented papers at international forums in Australia, Fiji, Malaysia, Sri Lanka and the United States. He also conducts training in Myanmar and Cambodia. Peng Ann runs his own training business IMPART COMMUNICATIONS PTE LTD and has a partnership with DreamSolution.

Peng Ann graduated from the National University of Singapore with a Bachelor of Arts degree in political science and history and from the University of Leicester with a master's of science in training. He also possesses graduate diplomas in personnel management and marketing from the Singapore Institute of Management and Marketing Institute of Singapore, respectively.

While in government service, Peng Ann was awarded the Efficiency Medal and the Public Administration Medal (Bronze).


Mr. Saing Sokchea

Saing Sokchea is one of the founders of Attitude Centre for Education (ACE). He currently sits on the board of New Future for Children and Meakea Aphiwath organization. Sokchea joined the Rotary Club of Phnom Penh Metro in 2009, and he has served as a club treasurer and secretary from 2010-2011 and the vice president from 2011-2012.

Sokchea has been successfully involved with much community work prior to founding ACE. He was a co-founder of AZIZA School, a project of an American organization, Village Earth in Drey Krahorm slum community, and he served as a project manager and leadership trainer from 2006 to 2009. At the same time, he was working as a project manager for Future Cambodia Fund for one year in 2009 to serve the relocation site community, Andong village, 22 km from Phnom Penh. Sokchea has gained many scholarships and awards around the world including: the United States, Singapore, and Australia on leadership, play therapy, peace-building and community work. In 2009 Sokchea was awarded a Winston Fellowship to attend the Summer Peacebuilding Institute Program on leadership and conflict transformation with over a hundred people from more than 60 countries around the world at Eastern Mennonite University, in the U.S. Sokchea has completed a four-year course on Leadership Skills at the dormitory, Crossroad Center (2001-2004), completed a bachelor's degree in law (2001-2005) as well as gaining a master's of private law (2006-2008) from the Royal University of Law and Economic.


Mr. Eric Chuk

Eric Chuk is a first-generation Cambodian-American; his parents escaped to the United States after being separated during the Khmer Rouge regime. Eric grew up with little connection to his heritage, but visited Cambodia for the first time soon after graduating from high school. He later got involved with the community of Khmer students in Long Beach, California while completing his master's degree in linguistics. He has volunteered as a counselor at a summer camp for American families with adopted Cambodian children. He also worked as an instructor for non-native English speakers and writers, and he has several years of experience as an editor. Eric is currently a PhD student at UCLA, studying library science. He has become more interested in non-profit organizations that focus on education for children with the fewest opportunities--those from poor or rural backgrounds. Someday he would like to return to the country to document its development by philanthropic agencies. He hopes his association with ACE will contribute to finding collaborative, innovative solutions to the social problems that modern Khmer citizens face.

Mr. Oum Nheanpiseth

Mr. Piseth has enormous experiences working with IOs, NGOs Universities in the past 9 years before he become an Office Manager for CNB Cambodia. He formerly help the positions as an Officer Manager of University of the Nation (January 2004- May 2006), Part time Lecturer at Asia Europe University (March 2005-August 2006) and many other NGOs and schools.

Apart from that, Piseth has attended many conferences around the world including Southeast Asia Engagement Summit in Kuala Lumpur, Malaysia, one week of Broadcasting Network on Leadership and Management in 2009, USA. Piseth received a Bachelor of Science in Computer Science (1999-2003) and gained a master degree of Science in Development Management (2004-2006) from Norton University. Piseth had also finished a four years of leadership skill at the dormitory, Crossroad Center.
